A goal this year is to maintain an open and accurate line of communication with families. This Student/Parent Handbook was developed as one way to reach this goal.

Please take some time to read this handbook. It contain the policies and procedures of our school.

  • Attendance
    Regular attendance and punctuality are essential to your child's educational program. Parents must notify school when a child is absent. A doctor's note may be required for an absence of 3 days or more. The T.I.P. Program well be involved if your child misses 3 unexcused days. Please help your child arrive at the proper time and to have as commendable record of attendance as his/her health well allow. Makeup work cannot replace participation in class discussions and projects. See T.I.P. information letter at end of this handbook.

    Award Assemblies
    Award assemblies well be held each month to recognize student achievement and citizenship. Grade levels can perform a song, poem, rap, etc. at each assembly. Parents are welcome to attend.

    Bicycle Riding
    A child must live at least six blocks from school and must be a grades 4, 5 or 6 to ride a bike to school. He/she must obey the laws of bicycle riding. Children should ride only when good weather permits. We have no bicycle patrol so parents assume all responsibility for bikes and for a child's riding to and from school. We have had bikes stolen from our bike rack. Locks have been cut and bicycles have been stolen while parked at school. All bikes should be walked to the corner and then ridden home after school.

    Breakfast & Lunch Information (the price is subject to change)
    Breakfast is free for all students who qualify for free or reduced lunch and costs $.65 for all others.  Children have the choice of bringing a bag lunch (milk may be purchased for $.40 per carton) or buying a hot lunch for $1.50, milk included.  We no longer use tickets for lunches or milk.  Breakfast, lunch and milk may be purchased in any amount, but preferably in multiples of five or more.  Credits will be sold on Mondays by the cafeteria staff.  They will handle the purchases and credit each child for the purchased lunch or milk.

    Send money or a check in an envelope with child's name, the room number or teacher's name, and what is to be purchased.  If you have more than one child and are sending the total money or check in one envelope, please put each child's name on the envelope with each room number so each child will get credit.  All checks should be made out to the Bureau of Cafeterias.

    If your child is eligible for free or reduced lunch, you will receive a letter from the Food Service is you have applied.  If you did not apply and think you may qualify, application forms are available in the office.  If you have further questions, please call the Food Service Department at 603-4960.  All students will have a thirty minute lunch break with 15 minutes inside and 15 minutes outside.  If the child needs more time to eat, they can use more than 15 minutes. 

    Discipline Code
    Chelsea Heights Elementary School is a community of students, teachers, support staff and parents working together to assure that students learn.  The key to successfully working together is mutual respect.  Because of the importance of respect for oneself as well as others, our discipline plan for this year is based on the following rule with four sub rules:

    TREAT OTHERS THE WAY YOU WANT TO BE TREATED

    • I will respect myself
    • I will respect others
    • I will respect property
    • I will respect the learning environment

    It is our intention to remind students of these rules through the school year and provide learning opportunities for developing respect in these different situations.  As a staff we feel any problem that might arise can be dealt with through one of these four rules.  We have talked with the students about these rules and ask that you help your own son or daughter better understand what they mean by reading over the following material with them, discussing what it means and possible even providing examples of your own that might come to mind.

    I will respect myself

    • Don't abuse your body - get enough sleep, exercise regularly and avoid illegal substances
    • Think for yourself - don't follow the crowd
    • Accept responsibility for the things you do - learn from your mistakes
    • Come to school every day - you can't learn if you are not here
    • (You have to live in your body for a lifetime - take care of it and help develop it  to its full potential.)

    I will respect others

    • No put downs, teasing or harassment
    • No threats or intimidation
    • No fighting - keep your hands to yourself
    • No talking back or profane language
    • Treat others with kindness and caring
    • (Think of the feelings of others as well as your own)

    I will respect property

    • Don't litter the halls or grounds
    • Don't vandalize or deface property
    • Don't take anything that does not belong to you
    • ( You are at school most of the day - help keep it a nice place to be.)

    I will respect the learning environment

    • Use a quiet voice in the halls
    • Don't fun in the building
    • Don't bother others when they are working
    • Come ready to work with the necessary school supplies
    • Do your required homework

    A discipline slip will be issued to students who do not follow the rules.  This slip, which consists of an original and 2 copies, contains the following information:  date, name, rule broken, grade and reporter's signature.

    Discipline slips can be issued by all staff members.

    Discipline Slip Procedure:

    1 slip:  Warning.  Homeroom teacher will talk to the student about appropriate behavior.  Incorporate positive practice.  Slip must be signed and returned.

    2 slips:  Behavior notice is sent to parents which must be returned.  If not returned, detention could be the result.  A conference or phone call with the teacher is needed after the second slip.

    3 slips:  Detention notice sent home and detention must be served.  If detention cannot be arranged after school, a one-day dismissal will take place after the 3rd slip.

    The detention room will be a quiet place under adult supervision with no visiting or talking allowed.  It will be in session on Thursday afternoons from 3:00 - 4:00.  It is the parent's responsibility to arrange for their child to return home after detention, as there are no buses or patrols.  If three detentions are received, a parent conference must be held to plan for the future.  Detention can also be issued by the principal for the first offense if the incident requires it.

    Severe Clause  If a student endangers the safety and/or property of

    Emergency Procedures
    If a child is injured or becomes ill during the school day, the school nurse or other school personnel will attempt to reach the parents at home or work, at which time the parent will be requested to make arrangement to have the child picked up.  If the parent or guardian cannot be reached, the emergency number listed on your emergency information card will be called.  PLEASE BE SURE TO KEEP US INFORMED OF YOUR CURRENT PHONE NUMBER AT HOME AND AT WORK.  If no help is found and the child appears to be seriously injured, he/she will be taken to the hospital listed on your emergency card, or to Regions Hospital by the paramedics.  Any time you have a change of address or telephone number, be sure to notify the office immediately.

    Emergency School Closings
    In the event of severe weather, listen to WCCO radio for the listing of school closings.  It is essential that families discuss with their children where they are to go in the event that school is closed during the day and no one is at home to receive them.

    English Language Learning
    English Language Learning is provided for students whose native language is other than English.  The ELL teachers provide additional speaking and writing instruction and collaborate with classroom teachers to share teaching techniques that work well for ELL students.  Much of the service provided to ELL students occurs directly in the child's regular classroom.

    Evaluation
    Evaluation is a daily process and one in which teachers, parents and children work together cooperatively.  There will be formal reporting periods during the school year with conferences in November and March.  In addition, our teachers are available for conferences at any mutually agreed upon time.

    Health
    The school nurse will be at Chelsea Heights School part-time.  Her goal is to be supportive to each child, enhancing his/her lives by teaching preventive medicine and helping the students enjoy a healthy lifestyle.  to accomplish this, families are urged to inform the nurse of any existing health concerns - emotional and/or physical.  Health appraisals which include vision and hearing checks, will be done on each student every other year and at a parent or guardian's request throughout the year.

    No medication will be given to your child under any circumstances unless the nurse has written instructions from your doctor and written permission from parents.

     

    Homework
    Homework will be assigned as stated in the Saint Paul School Board policy #612.  Reading at home, on a daily basis is also strongly recommended to help all children increase achievement.  Students will be issued a discipline slip for not following teacher directions about doing their homework.  Homework is given at all grade levels and the district policy is followed.

    Insurance
    The school district does not provide any type of health, dental or accident insurance for injuries incurred by your child at school.

    Items Not Allowed at School
    In order to help insure the safety of students on the playground, skateboards, roller skates, rollerblades and hard baseballs are not permitted on school grounds.  Radios, cassette or CD players, with or without headphones, pagers, phones and beepers and other valuable toys, which could be taken, are not allowed at school.

    Leaving School During School Hours
    If your child needs to leave school during the school day for any reason, written permission signed by the parent/guardian should be sent to school for the child.  If an emergency arises and you need to pick your child up, please come to the office and we will send for your child.  You must sign your child out in the office sign-out book.  If your child is a walker and wants to go home with a friend after school, he/she and the other child need to bring a note.  A child who normally walks cannot ride a bus with a firend.  Students who ride a bus are not allowed to take a different bus home with a friend.

    Lockers & Locks
    We do not allow locks on lockers.  We seldom have anything stolen at school.  The locks always cause a major problem with keys or combinations forgotten and lost.  Lockers always remain school property and can be checked as needed by school admiinistration and staff.

    Occupational Therapy
    Occupational Therapy is a special service provided for students who have significant sensory motor difficulties.  Students are only eligible for occupational therapy if they are receiving another service such as speech, learning disabilities and/or social work.

    Newsletter
    The PTA puts out a monthly newsletter containing information about school and PTA events and activities.

    Playground
    Children will go outside for fresh air and exercise, weather permitting, for a portion of the scheduled lunch period.  Please be sure your child comes to school with appropriate outdoor clothing.  the students will go outside every day unless the temperature is below 0 degrees or there is a severe wind chill.  The only exception to this rule is a medical note from the doctor indicating that being outside would not be healthy for the child.

    Playground & Cafeteria Rules
    Please review the following rules with students regarding proper playground behavior.

    EXTEND COURTESY TO ALL OTHERS.  Treat them as you would like to be treated.  Only socially appropriate behavior is acceptable Le.  No grabbing people or clothing.

    OBEY ALL ADULTS

    NO FIGHTING, KICKING, SHOVING, NO KARATE, NO TACKLING.

    USE OF ABUSIVE OR FOUR LANGUAGE AND NAME CALLING WILL NOT BE TOLERATED.

    NO THROWING SNOWBALLS, ROCKS, OR OTHER PROJECTILES.  NO PENCIL FIGHTING.

    STAY WITHIN THE BOUNDS OF THE FENCE AND THE SCHOOL.  DO NOT CHASE BALLS, FRISBEES, OR OTHER ITEMS OUTSIDE THIS AREA.  AN ADULT WILL RETRIEVE THEM.

    ARTICLES NOT ALLOWED ON THE PLAYGROUND INCLUDE:  food paper, pens, backpacks, purses, metal or wooden bats, hard balls of any nature, and other articles as listed in the school handbook.

    SPECIAL PLAYGROUND EQUIPMENT RULES:

    • Do not throw gravel
    • No going across top of monkey bars (crawling, standing, sitting)
    • No walking or crawling across the top of the yellow tunnel
    • No crawling UP the slides
    • Go in one direction on the monkey bars and hand grips
    • No running, chasing of ball playing in play area
    • Toddler and handicap swing play areas is off limits
    • No climbing on outside of houses in play area

    INDOOR RULES

    No games that could cause injury such as:  Knuckle fights; pencil fights

    Students must:

    • pick up waste material and throw it away
    • may not switch seats
    • must be quiet when lights are turned off
    • must listen and follow directions when whistle is blown
    • walk, do not run
    • keep food on tray
    • food must be eaten in the cafeteria

    Whenever a pupil fails to follow the rules, consequences will be based upon the seriousness of the offense:  verbal warning; sitting out; discipline slip.

    PTA
    Chelsea Heights has an active and involved PTA.  The PTA provides a great number of services for the school in addition to publishing a monthly newsletter.  Parents are encouraged to become actively involved in the PTA.

    Proper Clothing
    Caps will always be removed while in the building, and students are not to wear outdoor clothing such as caps, jackets, vests and/or boots in the classroom except when getting ready to exit.  It is suggested that students bring a sweater to wear for classroom use when the weather becomes cooler.  It is also important that students have a pair of tennis shoes to wear in the gym or phsical education classes.  We would prefer if they could leave a pair at school in their locker.  The wearing of high platform shoes or shoes with very high heels is not permitted siince they present a safety issue.  The children do go outside at noon for 10-15 minutes.  Please help to insure that students have proper outdoor clothing.

    • If students continue to wear caps in the building after several warnings, they will not be allowed to bring caps to school.
    • Colored hair can be distracting to education so Chelsea Heights allows only natural hair colors to be worn by students.

    Religious Release Class
    Christian Released Time Bible Class, sponsored by the Greater St. Paul Association of Evangelicals, is offered to any Chelsea Heights child with parental permission/request.  The scheduling for this school year will be announced when available.  Coordinator and contact person is Bob Emahiser, 763-780-8374.

    School Costs
    Textbooks, workbooks, weekly newspapers and most art materials are furnished free of charge by the School District on the assumption that they be given reasonable care.  Beyond the Kindergarten level, students should supply such working materials such as pens, pencils, rulers, crayons and some paper.

    No other money, except for lunch, should be brought to school.

    Each student is responsible for maintaining in good condition:  textbooks, instructional equipment and other items of school property assigned to his/her use.  Students are required to pay the cost of replacement or repair of school property issued to students if lost or damaged while in their care.  Records are kept of every textbook and library book loaned to a student.  If we do not have a plan from parents to replace the book in a timely manner, the student could miss recess or other non-educational activities.

    As a reminder, gum, candy and toys are not a part of our school supplies and should not be brought to school.

    School Patrol & Parent Pick-up
    School Safety Patrol boys and girls are stationed at designated corners.  The work is under the direction of the St. Paul Police Department and assisted by a teacher coordinator.  Patrols will be on duty at the following crossings before and after school.  If you want your child to walk with somebody, please make those arrangements with your neighbors.  The following corners will have patrols:

    • Lexington and Hoyt (south side of Hoyt) (as needed)
    • Huron and Hoyt
    • Hamline and Hoyt
    • Hamnline and Nebraska
    • Como and Hamline (as needed)
    • Hamline and Midway Parkway (as needed)
    • Huron and Nebraska

    Walkers should always stay on the sidewalk.  Please ask your child to follow rules of safety.  Please work with your child to become familar with the route from your home to the patrol corner.  If you observe misbehavior at the corners or by the patrols, please show your concern by:

    • volunterring to walk students to corners
    • speaking to students
    • calling the school (this is more effective if you know the names of the students involved)
    • calling the parents of violating students
    • calling the police if the incident is serious
    • reminding your child to resect other people and property.

    There might be a rare occasion when the wind chill is in the danger level that patrols will not be out.  You can decide if your child should come on those days.

    We are proud of our patrols.  It is with staff and parent support that the patrol members operate at maximum efficiency.  We hope that parents will stress safety and alertness, as well as the importance of obeying the safety patrol services at all times.  If your child is a patrol member, remind him/her that this is a serious responsibility.

    PARENT PICK-UP:  Please pick up students on Hoyt Street east of Huron or on Huron, north of Hoyt as there is no parking or stopping on Hoyt by the school door.  Huron is for buses only and Hamline is too busy for pick-up.  Kindergarten parents can also park on Nebraska and come in to pick up students by the kindergarten entrance.  (See map on next page.)

    School Hours
    Chelsea Heights School hours are:


            Grades K-6          8:35 - 3:05


    School will be open for children at 8:20, which is 15 minutes before school begins.  Students eating breakfast may enter directly to the cafeteria starting at 8:10 a.m.  Please help to insure that your child does not arrive at teh building before that time since we do not have adult supervision available.  Children are expected to leave the building at 3:05 p.m. unless your have made arrangements with the teacher.

    School Visits and Phone Calls
    We welcome you to visit Chelsea Heights School.  However, in the best interest of your child's safety, it is required that all visitors to the school check in at the office.  If you are picking up your child, please come to the office, and we will send for him/her.

    We will inform your child of any emergency telephone messages you may need to convey to your child.  We do not want to call your child to the office to answer the telephone.

    Social Work
    The St. Paul School District provides school social work services for each of its public schools.  The social worker may be asked to visit a student's home and talk with the student's parents in an effort to develop an appropriate program for the child.

     

    Special Education
    When a child is perceived by parents or professional staff to be experiencing significant difficulties with some aspect of the educational process, a referral is made to the Child Study Team.  If a plan for special education is developed, the team continues to promote the implementation of testing and assessment services.  The Child Study Team will always be in contact with the parent and teacher to make sure the process meets the needs of all people.  Parents or teachers can start the process.  The parents need to send a letter to the teacher stating the concern and asking for a referral to the Child Study Team for assessment.

     

    Speech & Language
    Speech and language services are available for students who have deficits in one or more of the following areas:

    • Articulation
    • Language comprehension and expression
    • Voice quality
    • Fluency
    • Language usage

    Student Records
    Student records are maintained for each student attending Chelsea Heights School for the purpose of keeping an accurate account of the student's educational history and progress.  These files are open to parents and may be seen in the presence of the principal upon parental request.

    Tardiness
    Students arriving after 8:35 a.m. are considered tardy and must report to the office before going to the classroom.  Parents are to send a note explaining the tardiness.

    Transportation

    PARENT RESPONSIBILITIES

    BUS LOADING

    • Have the child at the bus stop at least five minutes before the scheduled pickup time and remain at the stop at least 10 minutes after the scheduled pickup time.
    • Have the child properly clothed
    • Properly package and label all supplies and materials to be carried into the school bus.
    • Know the route number of the bus located in the first window of the right hand side of the bus
    • Instruct child to look both ways when crossing streets
    • Instruct child to wait on the curb at the bus stop
    • Instruct child to stand back 4-6 feet from the bus and wait for the bus to stop and the door to open before approaching the bus
    • Report all late arrivals and problems concerning bus service to your school immediately
    • If there is no answer at the school, call the Transportation Department, 696-9600
    • The bus stop is the parent responsibility.  Please watch your children so all can be safe.

    BUS RIDING:

    • Instruct he child on the safety rules of bus ridership, especially the need to remain seated.
    • Teach child to recognize and understand his/her responsibilities for acceptable behavior.
    • Work with the principal, bus driver and teacher when child experiences special problems.

    RETURN TRIP HOME:

    • Anticipate the arrival of the bus.
    • Instruct the child to come directly home and report to you before he/she goes out to play.
    • If no one is to be home, be sure the child knows where to go for supervision.
    • The bus driver is only allowed to let children off the school bus at a designated unloading zone.  Special arrangements must be made with the Transportation Department if your child is to get off at a location other than the designated unloading zone.

    LOSS OF BUS PRIVILEGE:

    If the driver writes up an incident report for student behavior, the student can be put off the bus for 0-5 days depending upon the nature of the incident.

     

    T.I.P. Program Guidelines
    Beginning in 2002, all schools in Saint Paul started a new attendance policy and will be working with the Ramsey County Attorneys Office with a new elementary-age Truancy Intervention Program (TIP) to improve student attendance.  A similar program has been operating at the secondary level for years.  For many of these secondary students, attendance problems began in the early grades.  Our goal with the new elementary program is to intervene with students and families early to prevent the school failure that almost always results from poor attendance.

    Parent and school officials have the duty (according to MN Statute 127.20 and 127.19 compulsory attendance law) to assure that a child attends school.  Under Minnesota State Law, a student who has 3 or more days of unexcused absences is considered truant.  Chronic tardies may be included as truancies.  Parents have the responsibility to inform the school of the reason for any absence, but the school has the right to accept or deny parents' requests for excused absences.

    The 4 Lawful Reasons for being Absent

    • Sickness (School may request doctor verification or that the parent bring child to school to be seen by the school nurse).
    • Doctor visit/mental health included (avoid school hours if possible)
    • Religious holidays
    • Extreme family emergencies (death in family, house fire, etc.)

    Unlawful Excuses (samples)

    • Staying home to babysit
    • Overslept
    • Missed bus
    • Waiting to change schools
    • Travel (unless school approved)
    • Needed at home
    • Too cold

    The TIP Program will include the following steps:

    • Letter from the school for 3 unexcused absences
    • County Attorney Parent Meeting (Meeting held at school) after 5 days
    • Student Attendance Review Team (SART) hearing after 7 days with attendance contract
    • Filing petition for Court hearing/disposition after 10 days.

    Volunteers
    We would welcome and appreciate any time you are willing to share with us.  Some committees and tasks with which we will need assistance are library, classrooms, field trips, tutoring, etc.  Please feel free to sign up on the PTA volunteer sheet.
